Scope and Contents

The Delos P. Culp Records contain correspondence; financial records including budgets, audits and receipts; annual reports; committee minutes and reports; legal documents including deeds, contracts and land appraisals; university and professional publications; and newsclippings. The collection focuses on the operation of East Tennessee State University and Culp's role as president of the institution. The papers also deal with Culp's relationship with local, county, state and national educational organizations and activities. The papers date from 1924-74 and include records pertaining to particular subjects which have been carried over from previous administrations.

The addition focuses on the role and function of the president of ETSU and of the different administrative and academic offices of the university. Included are correspondence from Culp to university officials; plans for the university's medical school; correspondence and legal documents on the construction of the Memorial Center ("Mini-Dome"); budget documents; and correspondence, meeting minutes and reports of the Tennessee Higher Education Commission.

Conditions Governing Access

Materials must be reviewed for sensitive material by an archivist before they can be shared with the public. Please allow extra time for this when requesting these materials.

Permanent staff in the Office of the President have access to all files.

Conditions Governing Use

Materials which include student grades have been restricted in accordance with the Family Education Rights and Privacy Act of 1974. These documents have been stored separately and may not be accessed by researchers.

Arrangement

When the papers were received by the University Archives, they already were arranged by administrative offices, schools and departments; the student and general correspondence were arranged alphabetically. This arrangement was maintained. The original accession comprises Subgroup 1, while the addition comprises Subgroup 2. Subgroup 1 was divided into 11 series as follows: Series 1, Academic Administration Records, 1943-74; Series 2, Business and Financial Management Records, 1946-72; Series 3, School and Department Records, 1946-71; Series 4, Auxiliary Services Records, 1947-72; Series 5, Faculty Subjects Files, 1951-72; Series 6, Student Correspondence, 1950-72; Series 7, General Subject Files, 1945-72; Series 8, Special Subject Files-Internal, 1924-74; Series 9, Special Subject Files-External, 1946-72; Series 10, Social Calendars, 1948-69; and Series 11, Photographs, 1961-66 and undated.

The addition has been organized as Subgroup 2, and divided into five series as follows: Series 1, Subject Files, 1972-77; Series 2, Budgets, 1950-77; Series 3, Building Files, 1957-76; Series 4, Medical School Plan, 1974; and Series 5, Tennessee Higher Education Commission Files, 1963-77.

Method of Acquisition

The papers of Delos P. Culp, fourth president of East Tennessee State University, were transferred to the University Archives in July 1979. Processing of the collection was completed in December 1981.

Accruals and Additions

Three additions to the Culp Papers have been transferred to the University Archives. Janice Randolph of the president's office transferred almost 44 linear feet of materials in February of 1984, the president's office made a second transfer of three folders to the University Archives in May 1992 and the Office of Research and Sponsored Programs transferred a register of signatures in October 2010.

Separated Materials

Photographs of D. P. Culp have been removed and placed in the University Photographic Archives (UPA). Sixty-two photographs of President Culp have been placed in the UPA under "Offices and Departments: President, Office of." Three pictures of the College of Medicine's family practice have been placed in the UPA under "Offices and Departments: Medicine, College of." Photographs of damaged rooms in the Davis apartments have been placed in the UPA under "Buildings: Davis Apartments."

Processing Information

The papers of Delos P. Culp, fourth president of East Tennessee State University, were transferred to the University Archives in July 1979. Processing of the collection was completed in December 1981. K. House, T. Seaton, and Norma Myers completed processing the addition and revised the finding aid 1986.
