William Lewis “Bill” Jenkins, a seventh-generation Tennessean, was born on November 29, 1936. Graduating from Rogersville (Tenn.) High School in 1954, he continued his education by obtaining a bachelor’s degree in business administration from Tennessee Technological University, Cookeville, Tennessee, in 1957. Jenkins received his Juris Doctor from the University of Tennessee College of Law in 1961 before serving on active duty as a second lieutenant in the United States Army Military Police Corps, serving from 1960-1962. After performing his military service, Jenkins became an attorney in his hometown of Rogersville.
