Watauga Personnel and Guidance Association
Biography
In the summer of 1960 a group of area counselors, under the direction and sponsorship of Dean Ella Ross, met and organized the Upper East Tennessee Personnel and Guidance Association (UETPGA). The first regular meeting of the association took place September 21, 1960, in the Rose Room of the East Tennessee State College cafeteria. Isaac Garland was elected as the first president. Membership in the organization was small, but each member was very active and extremely interested in the success of guidance and counseling throughout Tennessee.
Although the organization was chartered as the Upper East Tennessee Counseling and Guidance Association, it was variously referred to in correspondence as the Upper East Tennessee Guidance and Counseling Association, the upper East Tennessee Personnel and Guidance Association, and the Upper East Tennessee Division of Counseling and Guidance. On March 20, 1967 the organization changed its name to the Watauga Personnel and Guidance Association, and became a chapter of the Tennessee Personnel and Guidance Association, which in turn was affiliated with the national organization, the American Personnel and Guidance Association. Probably the change in name was done to avoid confusion with the East Tennessee Personnel and Guidance Association located in Knoxville, Tennessee.

The Watauga Personnel and Guidance Association Collection consists of the business and organizational records of the WPGA and the UETPGA, together with documents produced by the state organization, the Tennessee Personnel and Guidance Association, and the national organization, the American Personnel and Guidance Association. Also included in the collection are materials produced by other guidance and personnel associations.
